What is the Diploma and Advanced Diploma Certification Report?
The diploma and advanced diploma degrees are certificates of completion of professional education at a professional training college, referring to an institution of higher education based on the School Education Act. In addition to proving that the student has sufficient knowledge and skills to play an active role in society, the degree also allows the recipient to transfer to a university (for diploma holders) or enter a graduate school (for advanced diploma holders).
The Metropolitan Tokyo Professional Institution Association (Tosenkaku) will issue a certification report verifying the authenticity of the awarded title after surveying and confirming with the graduate school based on the requests of students who have completed a diploma or advanced diploma program. The purpose of this certification is to prove that Tosenkaku—which is the only public organization representing specialized training colleges and miscellaneous schools in Tokyo—ensures the social and international acceptability of the degree.
Main Uses of the Certification Report
- Transfer to universities or admission to graduate school in Japan and abroad

Upon being granted a diploma or advanced diploma degree, a student may transfer to a university (for diploma holders) or enter a graduate school (for advanced diploma holders).
This reverse side of the report also explains these diploma and advanced diploma degrees in English, so it can be used as a confirmation reference if the student transfers to a university outside of Japan. - Employment for International Students

Foreign students who complete a course accredited by the career development program for international students established in June 2023 will be treated in the same way as university students in terms of the operation of the status of residence “Engineer/Specialist in Humanities/International Services” and “Designated activities No. 46” (Designated activities No. 46 only applies to those with an advanced diploma).
When applying for work, this certification will be used as a criterion for the possibility of obtaining a status of residence.

Inform the professional training college where you are studying or graduated from that you want to apply for an English-language diploma/advanced diploma certification report issued by Tosenkaku.
- For Professional Training Colleges That Receive an Application from a Student

Complete the application form and email it as an attachment to the designated address of Tosenkaku.
